Hit and Run Tactics

+20% chance when using melee weapons.

Dual Wield

Wield a weapon in the offhand, adding ½ of its max
damage during engagements.  Causes engagements to use the modified
accuracy of (mainhand + offhand)/2 – 4 + Rank in the Attack formula.
The offhand also only contributes half of its critical effect for
critical hits.  In addition, both weights are collectively compared
against Body Index for speed loss.
